Overview
The main objective of the TeleNurse ID - ENTITY project is to strengthen and enlarge the European consensus on the use of the International Classification of Nursing Practices (ICNP) as a standard computerised nursing language. This will be achieved by promoting and disseminating the classification in CEE countries, including translation of ICNP in Central and Eastern European languages and by carrying through demonstration phase the software tools that were designed and built to integrate nursing modules in the shared electronic patient record. One of the public deliverable of TeleNurse ID - ENTITY is to present CEE ICNP strategy.
TeleNurse ID - ENTITY is continuing the accompanying measure TELENURSE that has promoted the use of ICNP in Europe following a double strategy. First, the organisation of dissemination conferences on European level and of dissemination meetings on national level, including the translation of the alpha version of ICNP in 14 European languages. The second strategic approach was to build simple demonstrators illustrating the possible practical use in real-world settings (i.e. existing shared electronic patient records) of ICNP.
TeleNurse ID - ENTITY will produce two main streams of exploitable items: IT products encompassing an assortment of integrated nursing subsets of electronic patient records, developed by leading suppliers and validated by a large number of committed users, and a proposal for an improved beta version of the ICNP (the alpha version was launched by TELENURSE with the permission of ICN) as a unified framework for electronic documentation of nursing care in Europe, including member states of the EU as well as CEE countries.
The CEE strategy for promoting ICNP is focused around two CEE conferences, one to be held in Slovenia in 1999 and one to be held in Romania in 2000. Both conferences will be working conferences and will promote ICNP by discussing the findings of national working groups on the way that the six key criteria of a standard computerised language , i.e. to be comprehensive, hierarchical, computerised, coded, cross-referenced and dynamic, are satisfied by the ICNP beta version. Moreover the results achieved by the evaluation of the beta version of ICNP will be confronted in order to achieve consensus on preferred terms for each concept, true synonyms for preferred terms, terms with different meanings in different contexts and terms that have been found inadequate (wrong description or not accepted by the nursing community). Other CEE countries than Romania and Slovenia will be invited to join the translation effort and to present the translation of the beta version of ICNP in their language and the prospective, from a national point of view, for ICNP to become a standard computerised nursing language.
Besides these events, national mirror activities will be organised by the CEE partners of TeleNurse ID - ENTITY and dissemination electronic media will be provided for the national nursing communities in order to facilitate their access to ICNP.
The CEE and national meeting will be open to all interested parties in promoting ICNP, in developing nursing terminology and integrating nursing data in electronic patient records.
The evaluation studies that will be carried on by Romania and Slovenia will test selected demonstrators developed by the TeleNurse ID - ENTITY partners, in order to assess user compliance and to collect further user requests. The studies will also try to demonstrate the ability of interfacing/integrating the developed tools with the existent hospital software and the potential of a standard computerised language for nursing to improve nursing documentation, to enhance nursing care quality, to support nursing research, to enable sharing of nursing information and as a final goal, to lead to better patient healthcare.
